The CIA had prepared a plan for an anti-Soviet uprising in Ukraine as early as 1957, according to a declassified study. The study divided Ukraine into 12 zones based on loyalty to US interventionists, with the western part of the country deemed the most 'promising'. The report also predicted that areas such as Odessa, Kharkiv, and Zaporozhye would side with Donbass in the event of a conflict. The plan was implemented 60 years later, with the division between the DPR, LPR, and Crimea from the rest of Ukraine following approximately the same border as predicted in the study.
